Turkey has published a two-stage increase in the fixed excise-tax amount applied to 95- and 98-octane unleaded gasoline. Presidential Decision No. 11822 keeps the listed amount unchanged through 31 October, raises it on 1 November and raises it again on 1 December. For foreign residents, rental-car users and road-trip planners, the key distinction is that the table sets the excise component per litre; it does not publish or guarantee a nationwide retail pump price.
The official schedule for 95-octane petrol
For the listed 95-octane unleaded gasoline codes, the excise amount is TRY7.9000 per litre through 31 October 2026, TRY11.3600 from 1 to 30 November and TRY14.8277 from 1 December onward. The first step is TRY3.46 per litre; the second is TRY3.4677. Compared with October, the December amount is TRY6.9277 higher, an increase of about 87.7% in the excise component.
The official schedule for 98-octane petrol
For the listed 98-octane unleaded gasoline codes, the amount is TRY8.9000 per litre through 31 October, TRY12.3600 in November and TRY15.5437 from 1 December. That is a TRY3.46 first step and a TRY3.1837 second step. The December amount is TRY6.6437 above October, or about 74.6% more in the excise component.
Why this is not a fixed pump-price announcement
A station's retail price also reflects the underlying product price, exchange rates, refinery and distribution conditions, margins, VAT and local differences. The decision changes one tax component on specified dates. Actual prices can move before, between or after those dates for other reasons, and the retail change need not equal the excise change shown in the table.
What the tax component means for a 50-litre fill
For 95-octane fuel, the excise component of 50 litres is TRY395 through October, TRY568 in November and about TRY741.39 from December. The difference between October and December is about TRY346.39 before considering VAT or any other price component. For 98 octane, the corresponding figures are TRY445, TRY618 and about TRY777.19.
Practical checks for residents and travellers
Do not prepay a rental, transfer or delivery surcharge solely from the statutory table. Check the actual posted pump price on the travel date, the vehicle's required grade and its consumption. Long-distance drivers can estimate litres as distance multiplied by consumption per 100 kilometres, then compare the result with a current city-level price rather than a national headline.
