TÜİK combines registered paid employees across industry, construction, trade and services. Self-employed people and some other employment forms appear in separate datasets.
Why it is not unemployment
Paid employment can grow while the labour force and unemployment also change. The share of people without work requires the separate labour-force survey.
Practical meaning for relocation
Compare vacancies, salaries, housing costs and work-permit requirements in the relevant city. A national increase cannot guarantee an opportunity for an individual applicant.
