Applications for Istanbul's new public social-rental programme will begin on 14 September 2026, according to a TOKİ statement published after the Cabinet meeting on 7 September. The announcement says 15,000 rental homes are planned in Istanbul in addition to 100,000 social homes for sale, and that a draw will determine the eligible tenants for the first 1,000 rental units. The homes are intended to be offered below prevailing market rents. That is the full confirmed headline. TOKİ's statement does not yet identify the districts, unit types, rent amounts, income ceiling, residence requirement, application fee, closing date or application portal. It also does not publish a rule establishing whether a foreign resident can apply. Those gaps matter because 14 September is the opening date for applications—not a handover date and not permission to pay an intermediary now.
The first draw covers 1,000 homes, not the full 15,000
The official statement distinguishes the total programme from its first allocation. Istanbul is to receive 15,000 rental homes, while the initial draw will select rights holders for 1,000 units. The announcement does not state when the remaining 14,000 will enter later draws, whether construction and completion are uniform, or how many application rounds are planned. Presenting all 15,000 as immediately available would therefore be inaccurate. Applicants should look for a formal project list and draw calendar after TOKİ publishes the implementation material.
14 September is an application date, not a move-in promise
TOKİ confirms that applications start on 14 September 2026. It does not give a closing date, draw date, contract date, key-delivery date or occupancy date in this announcement. The broader 500,000-unit ownership campaign is described separately: its draws have been held and deliveries are expected to begin from March 2027. That timetable cannot automatically be transferred to the rental units. Anyone planning a lease termination, relocation, school transfer or job commute should wait for the rental project's own schedule and should not assume that an application produces immediate housing.
Foreign-resident eligibility is not established by this announcement
The statement repeatedly refers to providing homes for citizens, but it does not contain a detailed eligibility article or an explicit foreign-resident rule. Earlier TOKİ ownership campaigns often required Turkish citizenship, residence in the project province, a minimum age, household conditions and the absence of another registered home. Those older rules are useful context, not proof of the new rental programme's conditions. A residence permit, work permit or Turkish company does not by itself establish eligibility. Foreign residents should wait for the rental-specific guide and avoid claims that a passport, permit or paid representative can guarantee admission.
The rent discount has no published figure yet
The official wording says the units will be rented at amounts well below market rates. No monthly lira rent, percentage discount, deposit, annual adjustment rule, service charge, contract term or renewal condition appears in the announcement. A headline such as ‘half-price TOKİ rent’ is therefore unsupported unless a later official tariff says so. A household budget should also include aidat, utilities, transport, insurance and moving costs. The nominal rent alone will not show whether a particular unit is affordable for a family working in another part of Istanbul.
Districts and unit sizes remain unannounced
TOKİ's page does not identify where the first 1,000 homes are located, how many bedrooms they contain, whether they are completed, or which transport links serve them. Istanbul's commuting cost can erase part of a rent saving when a home is far from work, school or healthcare. Applicants should wait for an official list showing project name, district, address, unit type and status. Maps, renders or project names circulated without a toki.gov.tr reference should not be treated as the confirmed first allocation.
Use only the application channel TOKİ later names
The 7 September notice does not yet state whether applications will be taken through e-Devlet, a public bank, a TOKİ portal or another channel. It also does not announce an application fee or bank account. Do not send an identity document, residence record, bank statement or payment to a social-media account, property agent or consultant claiming to reserve a unit. Check the exact page on toki.gov.tr and any linked government service on 14 September. A draw-based public allocation cannot be guaranteed through an unofficial priority list.
What the programme may mean for Istanbul rents
Public rental supply can give eligible households an alternative to private leases and, at scale, may reduce pressure in the submarkets where units are located. The first 1,000 allocations are nevertheless small relative to Istanbul's housing stock and tenant population. The announcement is not evidence that citywide rents will fall on 14 September. Any market effect will depend on completion, locations, tenant turnover, contract terms and how quickly all 15,000 units become occupied. Landlords and investors should continue to use district-level listings, signed-contract evidence and net yield calculations rather than a citywide assumption.
